An accurate pipeline basic survey is required in order to investigate the condition of the water supply pipeline and to make a decision about rehabilitation. However, due to the lack of reliability of the existing pipe network diagnosis manual, standardized pipeline evaluation and decision making have not been achieved. In this study, the basic research and decision making method for objectively diagnosing the condition of pipelines were presented by referring to the existing manual, maintenance cases and expert advice. In order to pipeline evaluation, survey units were divided based on basic information of pipelines and managers. 9 basic survey items were selected and weight factor were set through AHP analysis for each item. The number of leaks per km per year (0.22) and the period of use (0.15) have a high weight factor. After setting the survey criteria and score ​​for each survey unit, based on the weight factor and score, the total scores were calculated for each survey unit to propose a decision making method for rehabilitation or further investigation.
