본 연구는 부산외대가 수행한 지방대학 특성화 사업(CK-I)이 대학에 미친 영향을 분석하기 위한 것이다. 이를 위해 5년간의 수행 실적을 기준으로 교육부의 종합평가 결과와 자체적으로 실시한 성과평가를 비교하였다. 그리고 NASEL에 의한 교수-학습 역량진단을 분석하였다. 그 결과 추가적인 재정 지원을 통해 교육환경을 개선하고, 외국어 교육을 위한 학생 지원 제도를 다양화 할 수 있었다. 그러나 교육비 지원의 불균형에 따른 학생들의 불만이 나타나고, 단발성 이벤트 위주의 프로그램 운영은 시스템적으로 정착하지 못해 질적인 성장에 미치지 못하고 양적인 성장에 그치는 한계를 드러냈다. 아울러 이질적인 여러 학과가 공동으로 참여할 경우 책임 소재가 약화되어 단일 학과가 참여하는 경우에 비해 성과가 낮아지는 결과가 초래되었다.
This study is intended to analyze the impact of the CK-I conducted by BUFS on the university itself. To this end, I compared the results of the Ministry of Education's comprehensive evaluation with the performance evaluation conducted by BUFS based on the five-year implementation performance, and analyzed the diagnosis of teaching-learning capacity by NASEL. As a result, additional financial support was able to improve the educational environment and diversify the student support system for foreign language education. However, students complained about the imbalance of educational expenses support, and the program operation focused on one-off events was not systematically settled, revealing the limitations of quantitative growth without falling into qualitative growth. In addition, the participation of various heterogeneous departments has weakened the active responsibility, resulting in lower performance than in the case of a single department.
