Abstract

본 연구에서는 재난 트라우마로 고통받는 재난 피해자와 재난 약자를 전문적·체계적 사회복지 실천 관점에서 조명하고 실천의 전달체계인 민간과 공공 부문에 대해 살펴보고자 한다. 또한 재난 트라우마에 대한 민간·공공 부문의 협력 형태를 분석하여 재난에 대한 사회복지영역과 사회복지사의 역할을 정립하고 재난 트라우마에 대한 사회복지 실천의 새로운 모델을 위한 기초 자료를 제공하고자 한다. 본 연구는 다음과 같이 네 개의 부분에서 개선점을 제언한다. 첫째, 재난 트라우마 피해자들을 위한 적극적이고 구체적인 서비스 전달체계 마련이 시급하다. 둘째, 재난 트라우마 관련 민간·공공 부문의 사회복지 개입에 대한 교육과 훈련의 활성화가 필요하다. 셋째, 재난 트라우마 관련 사회복지 영역의 독립적 예산 수립과 넷째, 재난 트라우마 극복을 위한 한국형 사회복지 실천 연구와 모형 개발이 요구된다. 상기 제언에 대한 적극적인 대응은 우리나라가 미래의 재난을 더욱 효과적으로 관리하고 예방하는 데 기여할 것으로 예측된다.

The current study looked into issues concerning populations vulnerable to disasters as well as actual disaster trauma victims from the perspective of professional and systematic social work practices. The study also analyzed responses of public and private sectors including their organizational structures and operations. Understanding patterns of cooperation between public and private sectors is vital because it can help further develop social services and define the roles that social workers will have to assume. Additionally, this understanding can serve as baseline data when establishing a new social service model pertaining to disaster trauma. The findings of the study illuminate four areas that are in need of improvement for the future. First, it seems urgent to establish a proactive and concrete service delivery system for both actual and potential victims; second, relevant educational programs and trainings are scarce in private and public organizations, often leading to their inability to a timely and effective disaster trauma intervention; third, establishing budget plans to secure funding solely dedicated to social services for disaster trauma victims is crucial; and fourth, there is a paucity of disaster trauma-informed research in the field of social work as well as social service practice models specific to Korean socio-cultural contexts. Addressing these concerns properly will improve disaster preparation and responses in Korea in the future.
